Hello mattsublime and Thank You for the questions!

For the first question: Yes and No.
For the second question, read on.
According to the F.M.C.S.A.:
http://www.fmcsa.dot.gov/rules-regulati ... 34800238ab

A few years ago I had heard and read about young Drivers having to ride along with Experienced Drivers until the young ones became 21, for then they would have the required experience. I know not if this is still a requirement yet I believe it to still be in effect specifically for the SAFETY of all other motorists.

Truck Driving is not the "easy job" that some People have somehow come to believe through Books, Movies, Drivers, Recruiters, Driver Training Schools. A lot of these People will simply tell you what younwant to hear. I DO NOT!
Trucking will require much of ones Time, Patience and ability to get along with others (especially in the beginning Team operation) on a Daily and sometimes Hourly basis and there are very few rewards offered when at all.
It's is a very demanding profession and will test ones mettle during Orientation as well as the Training period.
MANY People have tried Truck Driving and MANY have lasted one year with MANY having lasted much less and never again wanting anything to do with Trucking.
Some try the Owner Operator route with buying straight Trucks and quickly discover their greatest mistake.

While I do not want any message from me declaring that one should avoid Truck Driving, one however needs to fully understand ALL ASPECTS of Truck Driving BEFORE JUMPING HEADFIRST into this sometimes fun, often dangerous Profession. As stated above, MANY people have tried Trucking before fully understanding even 20% of its complexities and have thus decided Trucking wasn't what they originally believed.
Since you're 19 I suggest going to a local Community or Technical College and discussing options with a Counselor.
Taking aptitude tests may well help define where you're likely to succeed.
You as well can check with your local Employment office and ask about JobLink which offers FREE help as well as many courses for young and old alike (I went to JobLink last year), grant info, etc.

I wish you success in your endeavors!!
I hope the BEst uv WELLness 2-u-n-urs-n ALL adventures!!
I hope you comprehend what I'm posting because sometimes I wonder......or wander.
